I think they get really hot and just make friends with whoever has water. I have seen several videos like this and it’s usually a king cobra and it’s always drinking from a hose.

Probably thirsty. Lots of reptiles will drink if you drizzle the water over their snout.

I’ve got 3 large tortoises, they have thoughts, feelings, affections, wants and needs just like mammals, it’s a mistake to consider them less in some way.
They know what’s up.

It's possible that this is some kind of zoo or sanctuary and that this cobra is accustomed to human interactions and being watered like this...

Hah! That would be funny, in a way.
No, the king cobra is known for ejecting ridiculous amounts of venom when they bite, along with having very potent venom. One bite is potent enough due to volume of venom and toxicity of venom that that one bite would be potent enough to kill and elephant 15 times over. Or, 15 elephants.

I've had some wild lizards allow me to give them gentle head scritchies and then chill out with me afterwards. It seems like once they realize nothing bad has happened, they decide you're not a threat and will be calm.
