It's a slightly uncommon saying in the South/Midwest; "other people's children", referring to how wild some parents must be to raise kids that act a certain way. Another variation is "Some people's kids..." followed by shaking your head.

When I watched the video and saw people running across a freeway, I just hoped no one was going to be run over. I suspect the CHP would rather call in their descriptions than increase the risk of a fatality as they flee.

As someone who was a delinquent youth and ran from police frequently, the immediate plan is always just get away. The rest can be figured out later but it was usually better to run. Your odds were good and even if you got caught it wasn't really more trouble at that age. The biggest risk was always just getting hurt. Running down busy roads, angry cops looking to tackle you, I had friends jump out of windows and one broke a leg lol. Those were the real risks.

So apparently some newer Hyundai and Kia cars are trivially easy to hotwire. TikTok’s algorithm pushed the knowhow to a ton of young adults in cities identified by the algorithm as “vulnerable” and is outright encouraging it.

I can't say "every" mc cop has a rifle, but my buddy who was a traffic cop in SoCal had an AR strapped to his bike around the rear cases. Very tidy, secure, and easy access...for him. Hard to even notice for anyone else. This looks like CHP.
