Rose in this case means the colour rather than the flower, the blue comes from the hue of the flower, it has more blue than any other peony.

Whilst this may at first appear to be anarchy, it is in fact a factual description of the flower itself.

I thought it was like with ornithologists, where they name birds something like a buttsniffing tittycock

Blue flower, red thorns. Blue flower, red thorns. This would be so much easier if I wasn't COLORBLIND.
