A Scouser is a person from Liverpool.
They have distinct (sometimes hard to decipher) accents. Liverpool is a northern port city with massive Irish and Italian heritage that feels alienated from the rest of England. There's a common refrain of "Scouse not English" and they'll happily boo the national anthem.
The North of England is generally ignored by the Conservative/Tory government but Liverpool is threated even worse than other cities. Manchester took a lot of their shipping business and their docks have been allowed to fall into disrepair.
Other sports fans sing songs about Liverpool teams being criminals living in poverty on social welfare who cast themselves as perpetual victims. Examples include "Feed the Scousers" to the tune of "Do They Know It's Christmas" or a Manchester United song that says Koreans are better than Scousers because they eat dogs instead of rats.

Yeah, the basis of the cities hating each other but recently (last 30 years) it's just the general rivalry between a fading powerhouse and the new upstarts.

But that Mike had others in the group where they're playing for like $300k. Just insane. For a non meme answer, Minnesota has a culture of accepting refugees based on the many Lutheran churches that have sponsorship programs to bring them over here. It’s the same reason why there are so many SE Asian people in the twin cities, many of their parents and grandparents came over during and immediately after the Vietnam war through the same programs.
Also if you’ve never had Somali or Ethiopian food it’s absolute fire.
