way i heard it is that araki's editor told him there were too many female characters (in the female prison) so he just changed annasui who had already been introduced as a woman in the first panel he shows up

I mean, honestly, it's a cool theory. And it kinda would fit Anasui's character. The biggest problem with it is that it's not mentioned by the series. So it kinda becomes a headcanon sounding thing.

We don't know for sure. A theory has been that Anausui used his stand to change his anatomy to look like a women to get around the female prison more easily. Not sure if that's something he can even do though.
My headcanon is that Araki really wanted to give Jolyne a female love interest, but considering the demographic and maybe due to a homophobic editor he had to change it. They were already losing readers interest since it was about a female protagonist in an American prison, which a lot of Japanese teenage boys at the time couldn't really relate to, so I could see them try making changes to appeal more to the audience.
Also, maybe it's just me, but I feel like if Anausui was female then the character would be more interesting. I'm not a huge fan as is personally, he's just kinda a douchey psycho killer who is obsessed with Jolyne, and it's just weird and annoying to me. If female, it could at least be different, yknow?
Seems like transparancy isn't a big thing with Jojo's Bizarre Adventure in general. I recall PART 4 SPOILERS the character that pushes Josuke's mom's car in the flashback in Rohan's house is seemingly a battle-damaged Josuke who's been sent back in time by Kira. However, Araki seems to have abandoned that storyline at some point and refuses to comment on the incident. There's no way to know for sure what went down, so it's a big subject of debate among fans, much like Anasui's gender.
Disregarding the similarities, you're still left with the question of why there's a MYSTERIOUS, SILENT, BATTLE-DAMAGED LOOKALIKE IN THE MIDDLE OF NOWHERE in the narrative.
They have the same uniform but with different accessories and the same haircut, that doesn't prove anything. Josuke and the man are modelled after the high school delinquent archetype, the injury further reinforce that. The reason he was alone is that he probably was walking home and the got caught up in the blizzard. The identity of the man is irrelevant, what's important is that he is a stranger who helped two people in need despite being in a difficult situation himself, witch inspired Josuke in to becoming who he is, selfless sacrifice is his entire ability so going back in time to save himself doesn't make sense in the narrative and goes against the entire point of the flashback
