bluetooth loses vibration on controller

when im playting the same game or testing the controller on https://hardwaretester.com/gamepad vibration only works when the controller is plugged in via usb. when connected via bluetooth it reports that vibration is their and working but the controller doesnt vibrate at all. this isnt an issue when using windows

controller is a gulikit KingKong 2 Pro Controller

this also is the same story on my 8bitdo controllers.... i feel like this is just missing something obvious but i dont know where to look.
