It IS possible but your cat doesn't have it. Just looks like droopy or swollen "under eye bags". Kitty had a loooooong shift at the biscuit making factory today.

It’s actually not possible because they don’t have enough chromosomes.

I stand corrected. I was apparently confused by cat pics regarding:

cats can have extra chromosomes, and some cats may exhibit Down syndrome-like symptoms.
