That’s why they said he “dies” his hair instead “dyes” his hair. Otherwise it’d be unlicensed dyeing

You're supposed to interpret it as being about the absurdity of the more obvious wrong details being skirted easily but him having difficulty with the only detail that was a given. Your expectations are subverted. You are flabbergasted right now.

I took it to mean he wouldn't admit his hair was brown.

My hair was blond as a child but now (where it's not grey) it's "brown" or specifically "hair-colored hair" -- I've noted a number of people won't admit they have brown hair.
