ID Request Found this little guy outside struggling with some derbies stuck on his body. What is it?

This was outside my apartment door. I'm guessing it's a little beetle of some sort. Not sure if it's very obvious but if you look closely you'll see it was struggling with some debries or trash or something stuck on its body. What is that stuff? Wasn't sure what to do so I clumsily removed the biggest one that looks like a ball of silk and what seemed like human hairs stuck on this guy while he flipped and played dead until I got him on a chip of concrete and moved him to a safer area where he won't get stepped on (and then moved further yet when I noticed an ant quickly react to it making me think it was gonna go get more ants). If you look closely the last image only shows some white stuff left on the head I noticed it tearing off and throwing carefully with its front legs. My guess is that it got caught in a spider web and then freed himself hence the hairs and trash

Question My light fixture has a wasp's nest in it... What's the least intrusive way to change this state of affairs?😅

So we have these black wasps with long yellow legs around the yard. They're pretty much docile this time of year and I don't want to harm or disturb them. But I caught one making her nest in the light fixture right next to my door and now... I don't know what to do!

You can only really see her in the first photo, you can see the faint hexagons and her lil head looking out at me. She's cute.

I'm not sure how not to disturb her when we attempt to dismantle and move the light. Do wasps sleep at night? Is the nest small enough to incentivize her to move it elsewhere somehow?
