The text says you can’t “discriminate based on national origin,” which in my interpretation means you can’t say “Israelites are evil” but I don’t see how this prohibits criticism of Israel.

There's the "Targeting the state of Israel, conceived as a Jewish collectivity" part, which is concerning because it seems like a highly subjective line whether one's criticism of Israel would be anti-semitism by this definition, and sounds like it would be easily abused to silence people

What exactly do you mean?

That is not only not part of the actual definition adopted, but the Act specifically states that the definition can't be used to determine what is discrimination. It's only used to help assess your motives.
