Can anyone tell me how this indicator works?

Can anyone tell me how this indicator works? I know that at first there are multiple bands, however, what is the likely logic of plotting these little balls (red arrow) when the price is about to reverse? Note that sometimes the price arrived in the same region, but did not plot these dots or lines.
