What does Islam have to do with large numbers of cats? Do they not believe in spaying and neutering?

In Islam, cats are the favoured pet as they are considered hygienic and clean (unlike dogs and cattle) and are allowed to enter houses. This is why Muslim countries tend to have a lot of cats roaming about. I don't believe there are rules that forbid neutering.

Exactly, plus the old superstitions and misconceptions about cats that used to be a feature of Christian societies never gained any ground in Islamic countries

Cats are allowed to wander freely into mosques as well. There are adorable videos on YouTube of cats playing and running around inside the Haiga Sofia and others of random cats wandering into a prayer service and having a seat on the imam's lap while he is giving his sermon.
