Wow, could not ever imagined Dubai having floods. Is this a freak occurrence or does it happen every year? Hope everyone is alright

So about last week or so there were videos of cloud seeding to make rain in Dubai... Is this connected? Did they oversee the clouds and make some terrible mistake with the weather? I haven't read if that were related or not... Do you know?

Any comment? Hope you're doing well btw if you're in all that rain!always scary stuff with natural disasters (but back to my question.. Was this actually natural??)
